Hi. It's best to get that looked at by a vet. Is it something new or has it always been there? It's possible it could be normal skin pigmentation if it has always been like that. But it could also be mites or some skin condition. How old is he?

He’s 7 months old and no it has been recently developed Many are telling that it can be scent glands but I don’t think there can be any scope of infection cause no hairfall or redness on the skin is noticed

They have scent glands on their sides - one on each side for a syrian, that look like a large black spot area 
But not on their backs or behind their ears. If he's only 7 months old it's not likely to be an ageing thing. I think the best thing is to have a vet check. There are some skin conditions that can make the skin have darker areas. Or it could be normal skin pigmentation due to his colouring. A vet check these days costs about £40 to £50.
