I don't know if this one has been seen before but it's specifically to have the small unsuitable cages banned. Started by someone who runs a rescue. It has about 6,000 signatures. The post by the guy who runs the rescue and who started the petition, is the one below, from Hamster welfare website. It's quite moving in places. Only Uk residents can sign this particular petition unfortunately.

Petition: Ban the sale of small animal enclosures that do not meet specified standards
I would like new legislation to prevent the sale of unsuitable animal enclosures which are currently available to pet owners. The Government should set minimum enclosure sizes for small animals in domestic settings, and ban the sale of enclosures that do not meet these standards.
