A lot of hamsters will use a sand bath or a smaller tray of some kind with sand in that’s close to the house where they sleep.
If you find the spot where Cookie has chosen to pee then you can put a litter tray with sand in there in the same spot, I would add some peed on substrate on top, just a bit to keep the scent there until Cookie gets used to using it.
If the house is big enough many people put the litter tray inside.

Not all hamsters are completely toilet trained, but they do choose certain spots to use the bathroom. If you found out where they are, then you should place a sand bath (or whatever you want him to go to the bathroom in) there. Then, once they are used to use the toilet in there, you could move it wherever you originally wanted their toilet to be.
