I think it says dwarf hamsters "can sometimes" live in pairs or small groups if care is taken. It is still a very big debatable point with some people thinking hamsters should all be solitary and some feeling that robos can benefit from living in pairs. We all know the dangers and risks of pairs and it's certainly not something an inexperienced owner should try. But yes maybe a bit more info on that would have been helpful. No guide is completely perfect probably but it's still good that care standards are being recognised in terms of cage size.
